Mark,
In the USA you must have a permission slip to take scouts where the parents
are turning temporary gardianship over to the leaders. Then you can get
medical attention if anything happens. Additionally you must file a tour
permit with the BSA council if you are leaving your community. This gives
additional insurance to the leaders and lets the council know you are doing
everything by the book, like insured drivers and seat belts for everyone.
Sounds like some appologies are needed from your youth. They would need to
eat some major crow and assure me they would follow my direction before I
would take them on another outing. Perhaps the parents need to show up and
go next time to see what magnificant little creatures they have raised.
Having youth who decide they are going a different path whenever they don't
like the perscribed method is a nightmare. Good luck
