If I remember correctly, from the Commissioner's meeting I was at a week
ago, the requirement for quality unit is to recharater with AT LEAST as
many scouts as you did the previous charter year.

Therefore, if your unit rechartered with 15 scouts last year, you need to
recharter with at least 15 scouts this year. This is true even if you
had a peak membership of 20 scouts, but several have dropped out.

>From what I have seen, a Troop with a good program, and some stability
will eventually stablize. Some years they may be down a scout or two,
and some years they may be up. As long as the numbers are fairly steady,
you have a good troop. With the current refinement in the quality unit
requirements, you may miss quality unit if you loose more scouts than you
gain. But if that is the only thing you are missing, and the program is
still going, I wouldn't worry too much. Now, if you are down for two
year, or are way down, then I'd begin to worry.
