Large Troop-Quality Unit?

I am the Scoutmaster of a very large Troop-98 Scouts. I am attempting
to hold my Troop size to no more than that because the size of the Troop
has stretched my ability to provide a good program almost to the limits.
I believe that we provide an excellent quality program within the
Troop-we have our own fleet of canoes (14), have been to the Boundary
Waters, Philmont, two summer camps a year, going to the Jamboree as a
Troop in '97. I consider my Troop a quality unit and really do not care
if I do not get the "numbers' to qualify this year--the designation of
being a "Quality Unit" has become meaningless and empty. I know that I
provide a quality program within my Troop and the designation is not
important anymore.
