No, in fact, the first requirement for the AoL is to be active in your
Webelos Den for six months after completing the fourth grade or turning 10.
Thus, the earliest a Webelos Scout could earn the AoL is 6 months after
completing 4th grade (presumably in June, thus December) or earlier if he
was 10 before completing 4th grade. Thus, my analysis, to the best of my
knowledge is accurate.
I still believe that one of the biggest problems in transition is that
neither the Cub people or the Scout people understand the rules. Thus, we
either have Cubs graduating long before they are eligible or being held
back until the end of the second Webelos year, even though they are
qualified to bridge long before then. All of this, of course, ignores the
question of the readiness of the Cub for the Scouting program, but the
STARTING point for that decision needs to be based on when the Cub CAN
bridge. Then a decision can be made about when he SHOULD bridge.
