Arrow of Light/OA

There has been quite a bit of discussion about how YOUNG a Scout could be
and still be eligable for OA ...
The first requirement for Arrow of Light reads:
1. Be active in your Webelos den for at least 6 months since completing the
fourth grade (or for at least six months since becoming 10 years old), and
earn the Webelos Badge.
So ... providing the school district will allow a child to begin school at
age 4 (in CA, a child must be 5 by Dec 1 of that year) ... the boy would be
9 years, 6 months at the END of his 4th grade year. Providing his Webelos
Den met through the Summer (not a common situation, as far as I know) he
would have been "active in" his den for 6 months on his 10th birthday.
So ... if "or for at least six months since becoming 10 years old" is read
as an alternate requirement (rather than a qualifier), it is POSSIBLE for a
boy to earn AoL and join a Scout Troop just after his 10th birthday (the
requirements for Scout eligability are: "... completed the fifth grade, or
is 11 years old, or has earned the Arrow of Light Award, but is younger
than 18 years of age)
So ... if he were SERIOUS about going on campouts, learning his Scout
Skills and making rank, AND if he attended Summer Camp that first Summer,
he could fairly easily be First Class and have the required nights of
camping before his 11th Birthday.
