I would NOT allow a simple matter of bookkeeping hold up the presentation of
the Bobcat Awards. If you look at the book, there are two signature lines
for each requirement, one for "Akela's OK" and one for "Recorded by Den
Leader". As there is no den leader at this time, I would have *any*
registered leader sign the book as "acting Den Leader" (in my particular
case I would go to the Cubmaster for his signature, but you may want to
discuss this with your CM, Committee Chair, etc.). I would make sure that
everyone understood that the "acting DL" was only the DL for purposes of
recording the Bobcat advancements and that someone else was going to have to
sign on the dotted line before the Den became active in the fall.

And, IMO, that is a matter of Parental involvement and that is a whole other
matter.
