I am glad Scott managed to resolve the election issue with the chapter.
Without knowing the CC, I could perhaps give him the benefit of the
doubt that he was "led astray by the OA election team" EXCEPT that
after conceding the election was improper, the CC still wants to keep
the results (or at least his son's friend being elected). It is a
shame this issue has caused a rift between the SM and the CC, but
Scott did the right thing by bringing it to the attention of the COR.

WRONG! Either the CC has been "led astray" again, or he is just trying
to intimidate you. Election results are never forwarded to National!
I have been on our Lodge Executive Committee for 17 years and currently
serve as the Tipisa Lodge Advisor. I can state with total conviction that,
at least for that time period, the results have never gone beyond the
lodge. I would certainly be suspicious of any additional information the
CC may choose to share with you about the Order of the Arrow, since he has
shown himself to be unfamiliar with some pretty basic policies and
procedures.
