As others have pointed out, the "benefit concert" idea does not qualify.
Suppose, however, that he were to organize an extracurricular music
program for disadvantaged kids, and that this program were to culminate
with such a concert, given for the entire community? I think that such a
project could be very worthy, and have a much greater impact than the
oft-executed hiking trail improvements.
