No, you just have to know how far they swam. Even for the Swimming Merit
Badge, there are no requirements that you be a Lifeguard. The BSA or
American Lifegurad certified person is the one watching the area to make sure
no one drowns (including you). Does havinf the certification help? Yes,
also makes sure your a strong swimmer and safety conscious.
