Swimming as a requirement has been in Scouting since the first "Handbook
For Boys" was published. Page 17 First Class Scout, Requirement #1,
"Swim fifty yards." I think it is a very important requirement and
should not be waived offhandedly. I would suggest that any scout wanting
to have this waived should at the least be evaluated in the water by a
qulified instructor. If it is determined that the scout could pass this
at some time or with practice it should not be waived. There are many
Life Scouts out their that are not Eagle simply because Swimming merit
badge used to be Eagle required without any alternates. This is a skill
and desire issue. If the scout has the ability and a desire to become
Eagle he can and will learn how to swim. On a side note, if you see a
scout struggling with this requirement, talk to his parents and suggest
that he take lessons away from scouts. Sometimes they are too embarassed
to pursue the skill in front of friends.
