No. There used to be a policy whereby former military people could
wear ONE such award; but when the program was last revised, and the
current version of the Insignia (Control) Guide released, military awards
were deleted. I think that this was a holdover when the BSA actually
allowed Scouts and Scouters to wear military medals and ribbons.
"awarded by other associations" simply mean "awarded by other
members of the World Association of Scouting Movements", or WOSM.
Some countries, for instance, Germany, has three members of WOSM.
However, there's nothing that prevents a Medal of Honor holder from
wearing his or her military uniform to a Scouting meeting, allow Scouts
and Scouters to actually *see* up close and personal a Medal of
Honor, and to listen to the holder explain the special merits which
this nation honored him or her with their highest military decoration.
(you also might mention that *anyone* of *any rank* in the military,
up to four-star general/admiral MUST RENDER HONORS (as in
salute) a Medal of Honor holder, even if that person is an enlisted
person!!)
