Age for Eagle

It WAS possible until 1965 when this requirement was added:
2. While a Life Scout, serve actively as a troop warrant officer (patrol
leader, senior patrol leader, assistant senior patrol leader, junior
assistant Scoutmaster, instructor, scribe, quartermaster, librarian, den
chief) for a period of not less than six months.
This was the first time a requirement was added that specifically excluded
adults. Previously, the requirement stated "work actively as a leader in
meetings, outdoor activities, and service projects of your unit."
Has anyone seen statistics on how many adults earned Eagle? Obviously, the
fact one could do so was not widely known (or advertised). I know many long
time Scouters who say they wish they had known about this loophole.
