Many Councils had these "Lodge Explorer Posts" in order to retain older
Scouts that either have turned 18, have moved on to college or trade school,
or whom have "outgrown" their Troop. It's being discouraged now, but still

Some Councils have also tried the same things with summer camp Posts.
They don't work, and both end up as a "holding places" for the Lodge
Chief and those that he wants to be around.

Yes. Each unit "belongs" to it's chartered partner organization, in this case,
the Council (not the Lodge; remember, the Lodge is the extension of the local
Council). The chartered partner has the right to refuse membership in the
unit to any youth or adult member for any reason whatsoever. That's the
way it works, unfortunately, and the BSA has held that policy up in rebuttals
and appeals.
Now, given this kid's "background", why would he want to join such a
snobbish Explorer Post?? Just to go to Philmont? He can do that on his
own or as part of the Council's Philmont contingent!! To be part of the OA?
That's what the OA is for!
If that was *me* as that Scout, I would find another Explorer Post and
forget the "clique" Post there. I have that option, as a BSA member, to
find another Post or Ship to be a member of.
