And one in which hundreds of Boy and Girl Scouts *have* earned.

Yep. It can be worn as a "local Council award consistant with National
programs"
on the field uniform during Courts of Honor and other events and especially when
your Congressman or Senator is present at the event.
There was some words from the Congressional Award office in Virginia about
providing a patch or other emblem for award holders. I don't think that it went
anywhere because the non-profit organization running the Congressional Awards
program has been quite short on funds in the past three or so years. This also
explains, for those interested in knowing, how come inquiries about the awards
has been slow in getting to your address... they are literally working on a
shoestring
budget.
Kinda silly for an award given by Congress to young people, isn't it?
Anyhow, the BSA's National Executive Board in 1989 approved the wearing of the
Bronze, Silver and Gold Congressional Awards by youth and adult members of
the BSA and encouraged local Councils to do the same, which all will honor it.
No, there's NOT a square knot for the Congressional Award (but if there was a
justification for that "other national or international award" knot award,
*this* would
be it!!!)
