No. What he CAN wear is the Queens Award emblem (but not as a square
knot) and the Cub award as a temporary emblem centered on the right pocket.
I have received the Merit Award from the British Scouts of the Rhine (BSOR)
but cannot wear the device on my shirt unless I wear it as a temporary emblem
(centered on the right pocket). I have it on my framed National Committee
shirt as a "square knot", as it should be worn. (it's actually an red overhand
knot).
The BSA awards are restricted to members of the BSA. That means that if
the leader earned Eagle or the Arrow of Light as a BSA member and then
returned to his country to earn the Queens Award and the other youth
award....many families that go back and forth between the USA and their
host countries can do this....MAY wear the two square knots. Otherwise
they can't.
