The Hornaday Award is worn by the members of the Den that have completed
appropriate requirements and projects (remember that the Hornaday Award
is not just a land-management award; it's also a recycling, reclaimation and
energy awarness and conservation award).

Unfortunately, yes. While the award itself can be received by anyone, only
registered SCOUTERS (hence, adults) get the square knot; now I know of
three local Councils that have allowed youth members that have raised a
grand to wear the knot as a motivator for adults to do the same, but those
Councils do so under that "wearing of insignia in accordance with national
program" provision in the BSA's Rules and Regulations.
I say "unfortunately" only because at the youth age, that money (I feel) should
go toward that kid's education and upward mobility. When that kid becomes an
adult, that's another story altogether and if he (or she) can afford it,
yes, I would
encourage his or her participation to help us "keep the Promise Alive".
