It should reflect the total number of years he has spent as a CUB SCOUT,
not TIGER + CUB.
For instance, Bill Boyd was a Tiger Cub for one year and a Cub Scout for
two. He would wear a Tiger Cub year pin (a plain one, if you can find one
or a service star with a "1" in the center) with a ORANGE backing; and a
service star with a "2" in the center for his Cub Scout service.
The two programs are linked but for the purpose of individual tenure, the
two programs are separate. Same goes for the Varsity (brown backing)
service stars and the Boy Scout (green backing) service stars.
