To clarify this issue, I asked our Council registrar, and she called the
National Office to confirm. The official answer is as follows:
The Scout may join more than one troop, but it is NOT recommended due to
the problems with multiple advancement/leadership/participation record
keeping. It is probably best if the advancement path and leadership are
carried out in only one troop to avoid confusion, and only activity
participation in the second troop is utilized. And you are correct about
payment, the Scout must primarily register in each troop and pay for each
troop registration separately.
The good news is of course, that the Scout may still multiple register in
an Explorer post or posts without additional charges. If he wants to
receive Exploring magazine, however, he will have to primarily register in
the Post and pay the fee. So in this case, the Scout would have to pay
three registration fees: one for the primary registration in the Post to
get the magazine, one one primary regisration fee for each troop he wishes
to join.
