Adult registration and uniforming

I don't think there is any BSA "regulation" that restricts wearing of
uniforms to registered leaders. No one checks the registration of
anyone buying a uniform. If wearing US Army uniforms isn't
restricted US Army personnel (walk into any surplus store), how could
a volunteer movement like BSA enforce such a requirement?

However, if someone is motivated and interested enough to wear the
uniform why would they not want to be registered? Responsibility for
registering an adult rests with the unit (hand them a registration
form and stand there until they fill it out). There are MANY benfits
to being registered including being on District, Council and BSA
mailing lists to get up-to-date program information. Adult leader
registration, with the required reference checks, is also one of the
pillars of BSA's youth protection program.
