Stan asked for an explaination of the difference between the two
places found in the current Insignia (Control)Guide.

The two should have been reversed as in the following:

>section -- TEMPORARY INSIGNIA states:

Basically, it works like this:

You choose ONE patch to wear temporarily centered on your right shirt
pocket. It can be a favorite camp patch, a Council patch, a roundup
patch or any other emblem. It does NOT have to be a "BSA-created"
patch *but it DOES need to be a Scouting-related item*. There's no
reference on that last sentence, but common sense tells me that a
military patch or rank, for instance, or a rock band's patch (my
Aerosmith patch comes to mind here *smile*) does NOT belong there.

You can CHANGE this patch as often as you (and the person sewing it
on the pocket *wink*) chooses to do so. This creates the potential
of wearing a different temporary patch 50 or so times a year (most
units meet once a week, and with camp and other events substituting
for some units not meeting during the summer, is where I got the 50
number from).

ANY OTHER PATCH, including patches like the 50-Miler and Historic
Trails Awards, that EXCEED the dimensions of the pocket or that you
choose NOT to wear on your uniform shirt, may be worn as stated
above: on a BSA red (or other colored) patch vest, a trophy hide,
a wall display, a blanket, or other jacket or item. They may ALSO
be worn (with the EXCEPTION of badges of rank) on the BACKSIDE of the
merit badge sash (which I've tried this, and you can get about nine to
eleven 3-inch patches on the backside....your mileage may vary).
This is a good place for old position patches, for instance, and for
summer camp patches and recruiter strips (you can only wear one of
those below the pocket) as well as other event patches (like for
instance, the National Scouting Musuem patch you bought).

The upper right side of your shirt is RESERVED for ONE (it used to be
two, now it's only ONE at a time) Jamboree patch (world or national).
The International Activity patch DOES NOT BELONG HERE...it's a TEMPORARY
patch, and therefore, can only be worn on the pocket or on the back of
the merit badge sash or on something else. It is NOT an "additional
temporary place until you attend a Jamboree". Nor is the right
shoulder an "additional temporary place until you belong to a patrol
(again)".

When worn correctly and smartly, the uniform of the BSA can be a real
eyecatcher and a positive part of our program. When insignia is worn
incorrectly with no regard as to why it belongs there or using some
"standard", eliminates one of the methods of our program: proper
uniforming.

Hope this additional explaination helps you out...sometimes our official
publications leave a LOT to be desired, and does not explain why or
even places information in a sequence which would make it easier to
understand and interpret.
