Activity Badges

Does anyone have any knowledge of the "rules" concerning these temporary
badges? Can you wear only those activity badges (camporee, etc) that
you participated in with the troop you are currently with?

I have an ASM who participated in an international scouting activity
in Germany (while he was in a different troop), and was given the
international activity badge. He is obviously proud of it and wants to
wear it on his uniform now, and asked me about it.

I told him I thought it was OK to wear it, but wasn't sure and could
not find anything more about the terms of wearing these badges in the
insignia guide.
