What is Pack money for?

Don't laugh. Our Pack is just 3 years old and we have fund raising events
every year ie. car washes, selling wreaths, and of course pop corn. We
also collect a $20 registration fee every year. The only thing we have
spent any
money on is supplies for the Blue and Gold, scarves for cubs moving up, and
each boy is alotted 3 beltloops. Parents pay for any over that amount. I
suggested hiring a clown or magician for the B&G this year but $100 was too
expensive! We literaly have thousands of dollars in our account but the
leaders' committee is afraid to spend any of it. I hate to see my son do all
this selling (he does it not me) and not see the fruits of their labors.
The committee also bought a nice Dutch Oven for the Webelos. Family tents
or lean-to's are used for camping. Any ideas?
