She does attend, which is essential as she is the Committee Chair.

The COR reports to the Scouting Coordinator, who is a member of the
Council on Ministries. The Scouting Coordinator represents all Scouting
programs in the church, which in our case is BSA and GSUSA. The COR is
not the same position as the Scouting Coordinator, although in our case
the same person fills both positions.

>From the church's perspective, the COR should recruit leaders who make the
BSA programs flourish; require them to complete training; and make sure the
unit committee provides support for the program. The COR also needs to make
sure that the Scouting Coordinator does not need to worry about the BSA side
of the house. Here's the Scouting Coordinator's job description:

THE TASK OF THE SCOUTING COORDINATOR
------------------------------------

Take a look at Scouting. If your church has a Scouting program, be sure
your church is intentional in its use of Scouting. Be certain the leadership
is of the quality your young people deserve. Make sure the church is involved
in the activities of Scouting and that your Scouting program is involved in the
life of the church...<snip>...

Your duties as the coordinator of Scouting ministries should include:

- Coordinate Scouting programs with other programs within the church.
- Coordinate programs between and among Scouting units where two or more exist.
- Interpret Scouting as an intentional ministry of the church. Assist the
committee on nominations in the selection of proper leadership.
- Advocate the observance of Scout Sunday.
- Promote the use of God and Country programs as a means of relating young
people to God.
- Encourage Scouting units to strive for the Bishop's Award of Excellence.
- Report monthly on the Scouting program to the church's administrative
structure.
- Participate in an annual review of the Scouting program with the pastor and
representatives of the youth-serving agencies, evaluating the need for
additional programs.

SCOUTING MINISTRIES DEFINED
---------------------------
...<snip>...

The United Methodist Church has developed a program involving four of the
youth-serving agencies called Scouting ministries. These four agencies are Boy
Scouts of America; Camp Fire Boys and Girls; Girl Scouts of the U.S.A.; and
4-H.
