I am aware of a situation in which the parent refused to allow the Scout
to have a license until he got his Eagle. The Scout took that as a
challenge and didn't get his Eagle at all. We tried to convince the
parent that "negative reinforcement" did not always achieve the desired
result, but he chose not to recant, so the Scout never got Eagle. I
think that if positive reinforcement and encouragement had been used, there
is a good possibility the Scout would have made Eagle, because he
wanted to do it, and not because he was being "forced" to do it by his
parent. Consequently the Scout left the program, and did not get a
Driver's license until he turned 18 when his parent could no longer
restrict his ability to get a license. No doubt the parent had good
intentions, but the old adage of
"intent versus impact" had just the opposite of the desired effect.
