Dusseldorf is served by the Transatlantic Council, BSA,
which is headquarted in Heidelberg (Stum Kaserne) Germany.
The mailing address is TAC, BSA, APO New York, AE 09102,
Hope that helps them out!! There are several Lone Scouts
residing within the TAC, and it's possible that the Star
Scout would find a nearby Troop or become a Lone Scout within TAC.
