Sorry about the first sentence...it should read the following:
"Yes, your "guests", youth and adult, are covered by the
BSA's LIABILITY insurance, but may not be covered by your
unit's insurance nor any other additional coverage by your
local Council."

I didn't need to, Jim. The BSA's Liability Insurance is a standard
LIABILITY coverage, which does cover everyone involved in an "official"
unit, district, council, regional or national event, which DOES include
"guests and visitors".
This is how we, if you recall, have managed to host "Scout and
Me" and "Buddy-Up" campouts in the 70s and 80s. Most
accidents, if the proper permits, leadership and youth protection procedures
are carried out, are covered by the BSA's policy above and beyond what other
coverages (or none) carry.
The only thing that has changed is the WAY the BSA pays
this out....it used to be that the BSA would pay this outright; now it is
paid ABOVE AND BEYOND any other insurance that the unit, chartered partner,
and primary Scouter has (in other words, it's a secondary policy).
I can not find a copy which outlines SPECIFICALLY that guests and visitors
are covered. This is why I stated in the
above statement that he needs to drop by his Council Service
Center and ask for a full copy of the BSA's Liability Insurance Statement.
Each Council was supposed to provide a copy to
each unit leader, chartered partner organization and head of
the chartering partner organization last year (and most of them
included a copy in the rechartering package). The BSA's Risk Management
Service can also provide a copy upon request
either through the Council or by phone (which the local Council will later
follow-up on, so why don't start at the local level!)

That's exactly what I stated, Jim. While I have no idea of what's in his
UNIT'S POLICY, it should be each unit leaders'
responsibility to find this information out beforehand. As
far as the BSA's policy is concerned, each primary Scouter
should have a copy somewhere (I'm a poor example, because
I can't find a recent copy anywhere around here....*frown*)

Most do, but you're absolutely correct....the bottom line is what your UNIT
policy states and what the BSA's Liability
policy states.
