The idea behind the Scoutmasters' Conference is to get to
know the Scout as a PERSON, as well as a member of the Troop. Ask leading
questions, not questions that can be
answered with "no" or "yeah".
For the new Scout, I would ask questions like "Why did you
choose OUR Troop to join?", "What kind of things do you
like to do?", "What do you think Scouting is about?". I used
this time to introduce myself, my family and what I do for "a
living". I also use this period to outline some expectations of
ALL of my Scouts. I have the outline somewhere around here.
For the Tenderfoot Scout Conference, I would ask questions
like "Where do you see yourself in Scouting in the next year?",
How far "up" do you want to "be" in Scouts?", and "Are
you pretty happy about being in the Troop?"
You get the idea.....

Have you talked with them about their progress or lack of it?
Maybe they are just having so much fun being in your Troop
that they're not concerned with advancing. Perhaps they are thinking that
they will have "to be in charge of something" and
are a bit put off by this.
This too, is a part of the Scoutmaster's Conference as well.

Let it ride for a while and emphasize your Scouts running things as opposed
to the adults running things. Your Scouts will want to advance, and the
Scoutmasters' Conference offers
clues as to whether or not they are advancing.
And why. Do more listening than talking, and you'll get some
valuable information about your Troop.
