This is inconsistant, Jim, with National policy concerning
advancement by Boy Scouts and Varsity Scouts whom are
members of Explorer Posts or Ships. I believe the person
"twisted" the statement slightly either out of mistake or
to provide "additional numbers" for his or her District/Division.

I checked this afternoon (it was a LATE night, folks....I was
up until 4:50am local time just READING everything over the
last four days!). The only policy relating to Exploring registration is
that of the fact that Scouts and Varsity Scouts
MUST be primarily registered in a Troop or Team in order to
continue to advance using the Boy Scout Advancement
Plan.

Sounds like someone didn't do a good job in assisting the unit in gathering
new Explorers, and wants to "make up for it" by
registering EVERYONE (hence, the "numbers" will be inflated)
until the charter is approved, and then allow those to change
their registration status. Stand up to them, Jim!!! It's not right!

Present Scouts and Varsity Scouts may continue their registration as Scouts
and become members of Explorer Posts or Ships simply by completing another
registration application
and noting that they are already members of the unit at the bottom right.
Thus, they become primary members of the Troop or Team (primary
registration, in which they will continue to receive information from the
Council addressing them as "Scouts"; more importantly, they will continue to
eligible for Scout Advancement even if part of the requirements were met as
Explorers) and "multiples" of the
Explorer Post or Ship.

Your Registrar can find a similiarily-worded statement as this
in his or her Registration Policy Guide, at the Council office.
