National's position (as explained last year at Philmont Training Ceneter
during BSA Advancmenet Seminar) is:
The references are required on the application. It is up to the local
council to decide if they want to call the references (or write to them) or
if the references should be asked by the Scout to write and send a letter
of reference.
FYI (and this is a close quote) "Letters of recommendation/reference are
for use by the Board of Reivew only. They should be destroyed after the
BoR."
