Yes, your "guests", youth and adult, are covered by the BSA's
LIABILITY insurance, but are not covered by your unit's
insurance nor any other additional coverage by your local
Council. This information can be found at your Council's
Service Center by asking the professional staff to give you a copy of the
BSA's Liability Insurance Statement (which they have....they better). You
can also obtain this same statement
from the Risk Management Service at the National Office.
Keep in mind, Vic, that your unit STILL has to meet the rest of the BSA's
risk management policies (including the Youth Protection Policies) as it
relates to Exploring. This also includes your guest's travel to and from
the event and their conduct during the event. The BSA is going to treat
them as
*members* during the event, if your unit has done all of the other YPP and
risk management stuff correctly -- and there is
an accident.
It is still a good idea to find out what, if any, your unit's insurance
policy has, what has to be done for "visitors and
non-members" and most importantly, if the participants have their parents'
permission to be on the trip. There has been
some cases whereby the youth disobeyed the parent and participated, got
hurt, and the parents came after the BSA and the unit leader because he
failed to "insure that they have
obtained permission to attend and participate in the event".
