We used to have them at the end....people took off during them.

We also went through a period of people showing up at any time in the RT
meeting and expecting to get 5 - 10 minutes 'right now', even if we had an
outside speaker making a presentation. The 'offenders' were talked to
privately, and asked to come to the start of the meeting, and I would
guarantee them 2 - 3 minutes, maximum, and they should also bring handout
material for the attendees to have.

To ensure good attendance from the start of the meeting, we have a monthly
stave award tot he Troop with the most attendees...at the meeting start.
Anyone wandering in later is no eligible to be added to their Troop's
attendance figure. This at least guarantees anyone making announcements will
have a larger audience than they would at the end of the meeting.
