We calculate the cost of each campout based on a per person food allowance
($7.00 for Friday night - Sunday morning), campground fees, activity charges
(entry fees, transportation other than cars, etc.), and to/from car/van
transportation. In regard to the latter, the TC decided to reimburse drivers
on a distance/hour basis.
All costs are totaled and then divided by the number of Scouts attending,
thus establishing a per Scout charge. Adults who I, as SM, decide are needed
for proper supervision, are not charged. Adults attending "just to come
along" are charged.
Clearly, it is my (and the TC's position) that adults should not be charged
for events where they are providing supervision. That is not to say that we
all go and come totally free. There are always incidentals that never make
the reimbursement forms.
