I was delighted to see that the recent revision of the Music and Bugling
merit badge book returned to the way I learned the use of the bugle calls
during flag lowering many years ago when I was troop bugler. When lowering
the flag, after calling the Scouts to Attention, the leader called the
Scouts to Parade Rest and the bugler played Retreat. Then the Scouts were
called to Attention and Right Hand Salute and To The Colors was played as
the flag was lowered.

Incidentally, back then Tattoo was included in the merit badge book but was
not required for the merit badge. I think it was the only call like that.
My Scoutmaster liked it, so I learned it. I still think it is a pretty
call. The story I learned about Tattoo is that its earliest use was a
German military bugle call to signal that it was time to close the beer
taps (Tap-Too) I guess when the beer taps were closed, there was no
reason to stay up any longer.
