I couldn't begin to think of a rationale for limiting access to a good Scout
program. What kind of message do you give-- about yourselves, ablout your
chartering org, about Scouting-- the boys who "aren't good enough" to be in
your troop?

If your troop is too big, or is projected to be too big, to provide a quality
program, there is nothing in the world stopping you from splitting it into
two troops-- you already have the parents, the SA's, etc., and the chartering
org can sponsor two troops of 40 as easily as one troop of 80. Don't reject
this out of hand; give it some serious thought, as in, "How could we do this,
make it happen?"
