The smaller councils should flip off National more often. National is
sometimes simply looking for an excuse to create a higher paying SE positon
with some of these mergers. Nothing wrong with that per se if there is a
commensurate improvement in program delivery. Some mergers make sense when a
number of really small councils get combined. These kinds of mergers were
largely completed by the 1970s.
Combining two very dis-similar councils with different populations doesn't
make sense. These often simply just make bigger numbers while distancing the
BSA from its supporters. A council without enough money to operate needs to
get creative and either find more money or structure their program delivery
to fit the resources available. There is nothing wrong with a lean paid
staff or hiring in "consulting" staff for one-off presentations or programs.
Thus far there has been far too little crreativity and imagination
displayed.
