A Scout must be 1st class for 4 months before he can
become Star. I don't think the Scout can officially
advance until that 4 month anniversary. Does this mean
he shouldn't have the BOR until then? IMHO probably.
What's the point of giving him a BOR 2 months, 1
month, 2 weeks, whatever, before he is eligible to
advance. There is a satisfaction to advancing but it
will only make that 6 month wait as a Star Scout that
much longer. Maybe I'm taking the advancement
requirements a little bit to the literal side but I
would rather err on the safe side. We always schedule
the BOR's when the Scout needs them, not on a calandar
basis.
