        Tenure is counted from the date of the last BoR.

        This is one argument for frequent BoRs. Unless you have an extremely
inactive unit, 3-4 BoRs per year is a bit slim and unfair to those who
are tyring to advance rapidly. To fix this one issue, either schedule a
BoR now and another in October, or give him a BoR when he needs it, late
Sept. or early Oct.
