A great objective report card is found in the Unit Commissioner's
book. This is actually part of their job. I found, though, that
nothing prevented me as SM from using this tool. As I recall, it
grades the program on the aims & methods of scouting, with a simple
set of checkmarks ranked 1,2,3 (doesn't do this, mainly does this,
does this all the time). You add up the scores to get the overall
score, and you use individual elements to figure out where to
emphasize the program.
