For the reasons mentioned above as well as what it does for the overall
troop program, I agree with Jason. I like this idea of chartered partners
getting involved and promoting and even requiring training for its units.
On the other side of the coin though, I would oppose National trying to
impose this on all leaders. As a District Commissioner, I try to get plenty
of training sessions scheduled each year and then promote all leaders being
trained but there will always be some out there that will not or can not
attend training and to make it mandatory would cause the loss of many
leaders. Some would question whether losing these untrained individuals
would harm the program anyway but there are some units out there that need
these people just so that they can continue offering the program.
