Mandatory training is an interesting concept and it does not have to be
enforced by the local council. The chartering organization (sponsor/owner)
can direct that all leaders in their unit(s) must be trained in order to be a
part of their BSA program. The CR would sign off the application with an
understanding that the leader would participate in the next available course
for their position. If the CR was not satisfied that leader had fulfilled
their training commitment, that leader's registration would terminated (CR
can hire/fire). This process is not without flaws. It will works well when
there is a continuance of leaders within the organization (i.e., churches,
BPOE, VFW, etc.) but may fail if the organization members frequently change
(i.e., PTA, PTC, etc.)
We have recently instituted CR training in our district and will offer it to
the remaining districts in the Council. If you are not aware of the
responsibilities of the IH/CR I recommend looking through the syllabus or
reading "The Chartered Organization Representative" pamphlet (#33118B) - you
might be surprised!
