The District really does NOT have any authority to decide who may or may not
register! Only COUNCIL can set this policy.
The District is strictly an administrative division. The lowest level at
which POLICY can be set is COUNCIL.
There are only two people at the district who would normally even SEE your
recharter papers -- your Unit Commisioner and your District Executive, both
of whom should be reviewing the recharter materials ONLY to see that they
are properly filled out.
I can't imagine ANYONE refusing to re-register an adult for something like
this!

Hey guys,
I just got our Council newsletter the other day, and
in the part for our District (this is a new District
policy from what it looks like, not Council), they
mentioned that Boy Scout Leader Training was coming
up. It also went on to say that ANY adult leader who
was not trained would not be re-registered when it
came time to recharter. Can they do this??
I don't think it will be much of a problem with my
troop, because I think most of the leaders have
already gone through training. I know that training
is a great experience, and can teach you a lot about
the program, and I recommend it to any adult leader
or parent interested, but there are some leaders in
my troop who are there just to give an "extra hand"
and don't really have the time or desire to go. Our
Scoutmaster is trained, and most of his assistants
are.
