Seems to me that this need to use some set of guidelines to
evaluate "objectively" some one's performance, and then rate
them, using some hierarchical system of scoring, is just
another symptom of the disconcerting trend that allows this
to happen:

How would you grade this highway painter using your report
card system???
After all, according to their probable job description, they
didn't do anything "wrong", but jeez...... if i was having a
scoutmaster conference with them, I think they would
definitely have to suffer through a little of my subjective
judgement of their performance.
It is not all black and white and subject to a scoring
system.
