Obviously we'll have to wait for more info but BALOO sounds a lot like a
repackaging of Webelos Leader Outdoor Training (WLOT). Don't have the
publication number for the syllabus but its been around for at least the
six years I've been active as a scouter.

I'm not sure what the ninety day grace period means but, unless there
is substantial new content, I would hope that any scouter that has had
WLOT training, Scoutmaster Fundamentals, or the like would grandfather.
Also, seems to me that it would take more than ninety days from an
announcement to the professionals to organize, publicize, and execute a
new training program.
