OK, so scout leaders will have 3 months from 1 Aug to attend a
yet-to-be-announced outdoor(?) training or they can no longer take
scouts camping?
Or from the other side of the coin, training committees have less than
four months (from now) to gin up, impliment, and conduct this training
that has yet to be announced? And when does national hope to get the
training syllabus into the hands of the trainers?
Sounds like a big (assumed) committment on the part of training folks
and scout leaders, in order to allow scouters to continue doing the
scouting program.
