IMO, unless you were planning to tell the three scouts who were elected
before the callout, I would not tell the fourth that he was not elected
ahead of time. After the callout, you could discuss with him and his father
what you have said in your last paragraph ("Part of my problem . . .") and
explain that this attitude may be why his peers did not elect him to the
"National Brotherhood of Scout Honor Campers."

Part of my problem is I beleive that when he is told he will
be resentful that he was not elected and several younger scouts were. He
sometimes has a tendancy to carry on and try and justify why things does
not go as he thinks they should without taking responsibility.
