You are not alone. Many Scouters are filling many positions. I have used
Velcro in the past, but I don't know about its legality. I have never read
anything that defined the method of attaching patches to a shirt. However,
you should be sensitive about what patches can be worn at the same time.
When you wear a position badge that is not representative of a unit, you
cannot wear the unit number. As a Roundtable Commissioner, you can earn the
Commissioner Arrowhead, which cannot be worn when you are the Scoutmaster or
OA advisor. Additionally, the trained strip can only be worn when it
represents the position in which you have been trained. Also, the quality
unit patch cannot be worn at the district level and the quality District
patch cannot be worn when you are a Scoutmaster.
In my council there is a special CSP for Commissioners with a wreath around
the Scout insignia. This patch cannot be worn when you do not have a
Commissioner position patch on. I decided on a set of shirts rather than
have my entire sleeve covered in Velcro.
