Another solution would be to get some pieces of leather, cut them into
circles that are a little bigger (say, 1/4 to 1/2 inch) larger than an
office patch. Cut a slit on either side of the leather (if the top of the
patch is 360 degrees, cut the slits at 90 and 270). Run elastic through the
slits...long enough to not cut off your circulation, but short enough that
it will hold your new office patch on your arm/shirt. When you need to go
to a different function with a different "hat", simply slide your proper
office patch onto your arm.

I have seen this done by a couple of troops; we also did it at Woodbadge for
the daily patrol leader.
