Under these circumstances I'd be inclined to make the off and on SPL an
acting Junior Assistant Scoutmaster and continue with the plans as before.
If his age allows make it permanent based on performance at camp. He is
still a scout with tasks as assigned by you but not in the way of the other
plans.
This is an appointed position not requiring an election or other approvals.
I've also used this route to boot an excellent SPL upstairs and allow
someone else to be the SPL.
