Similar story. My council at the time was Desert-Pacific. Similar
circumstances although how a National Supply Service run Scout Shop can let
itself run out of basic supplies boggles my mind.

I located the Scout Shop in the next council 90 miles up the line. They were
happy to sell me 400 blue cards at their cost. I cut a deal for them to
overnight the cards to me charging my personal plastic. It wasn't much money
overall but it wasn't free either. The volunteer running the Merit Badge
weekend was thankful and repaid me for the effort out of the event's funds.
The DE incharge came after me some weeks later saying that the reimbursement
wasn't authorized and that unless I repaid the amount the council was going
to ding our unit account and put a note on my TRW. What a creep. After some
discussion about his manners and extortionate demands I offered to pay but
needed an official receipt. He refused at the time but coughed one up later.
A few weeks later I had the joy of turning him down when he wanted to
schedule a FOS presentation to the troop at a Court of Honor. BSA's BS is
legendary.
