Isn't it possible (giving the young man the benefit of the doubt) that there may
have been a dispute between the Pack and this former Sr. Webelos Scout over his
AOL? And, that the District/Council or even National may have been the ones to
award his AOL (therefore the Pack would have been potentially out of the loop)?
This does occur from time to time and may explain why he suddenly has his award.
